On the afternoon of 22 April 2023, two men (under scrutiny) blocked in front of the motor vehicle of U Sai Kyaw Thu, who is a deputy director-general of the Union Election Commission, at the No. 16 junction of Waizayandar Road in 16/2 Ward, Thingangyun Township, while he was on his way to the home after he conveyed his wife to the “Aung Yadanar” hospital, and shot him with two pistols. The deputy director-general died with gunshot wounds, it is reported.
The security force members exerted efforts round the clock to arrest the perpetrators of murdering the Deputy Director General of UEC U Sai Kyaw Thu. In this regard, according to the information secretly tip-offed by conscientious people who want justice and who oppose terrorism, security personnel managed to arrest the offender Arka Htet Kyaw (aka) Aung Thukha, who performed as watch in murdering U Sai Kyaw Thu, along with a Glock pistol, 20 rounds of 9 mm bullet at the fifth floor of house no. (35), Zalon Street, Lin Lun Myauk ward, Sanchaung township on the morning of 12 May.
According to the confession of the arrested offender Arka Htet Kyaw (aka) Aung Thukha, other related offenders were further arrested on the same day’s morning: offender Ye Kyaw Pyne (aka) Maung Gyi along with a body of homemade gun, one grenade, 10 rounds of 5.56 mm bullet, 10 rounds of .380 mm bullet, five round of 12-bolt bullet, eight bullet-proof vests, two handphones at the house no. 407, Thumatetar 10th Street, no. 1 Ward, North Okkalapa Township, and offender Nyein Maung (aka) Nyein Chan Aung along with a laptop computer, two handphones, two fake stamps of Dayallu and Kawdun Villages administrators and two fake stamps of ward administrators at the house no. 9640, Shwetaungkyar 5th Street, no. 63 Ward, Dagonmyothit (Southern) Township.
According to the confession of arrested offender Nyein Maung (aka) Nyein Chan Aung, on the same day’s afternoon, Zin Myo Oo (aka) Flash (aka) Tharnge, who assassinated U Sai Kyaw Thu, was arrested at the junction of Insein and U Tun Lin Chan Streets in Kamaryut Township; offender Soe Thu (aka) Red (aka) Kaung Wai, who assassinated U Sai Kyaw Thu, was arrested along with one Sig Sauer pistol, 11 rounds of 9 mm bullet at the house no.620, Palaeshwewah 2nd Street, no. 11 Ward, Shwepaukkan Myothit, North Okkalapa Township; and offender Min Sat (aka) Aung Thu Han, who performed as watch in assassinating U Sai Kyaw Thu, was arrested on Bagan Street in no.11 Ward, Shwepaukkan Myothit, North Okkalapa Township.
According to the confession of offender Zin Myo Oo (aka) Flash (aka) Tharnge, other related offenders Chit Ko Ko at the house no. 716, Anawrahta Road, Aintgyi (West) Ward, Dala Township, and Kyaw Lwin Oo at the house no. 299, Phoyarzar Street, Aintgyi (east) Ward, Dala Township, were arrested respectively on the same day’s evening.
Moreover, according to the confession of the offender Akar Htet Kyaw (aka) Aung Thukha, other related offenders Pan Aye (aka) Ko Myo at the Yanpyay Manpyay Taik monastery in no.16 Ward, Shwepyitha Township on May 14, and La Pyae Aein (aka) Ko Shine near a bus-stop in Gagyi Ward, North Okkalapa Township on May 16, were further arrested respectively.
In the incident, 10 offenders in total were arrested along with two pistols, a body of homemade gun, a grenade, 56 rounds of assorted bullet, eight bullet-proof vests, two fake Village administrator stamps, two fake ward administrator stamps, a laptop and four handphones.
According to the confessions of the arrested offender, Soe Thu (aka) Red (aka) Kaung Wai, Zin Myo Oo (aka) Flash (aka) Tharnge and Arka Htet Kyaw (aka) Aung Thukha had attended terrorist bombing training course for one month in a jungle camp in the area of KNLA brigade (6) in April 2021 and Ye Kyaw Pyne (aka) Maung Gyi, in a jungle camp in the area of KNLA brigade (1) in March 2021.
With the intents to carry out terrorist acts and kill innocent civilians under the accusation of being government decoy/dalan, offender Okka Lin Yan and Jame (to be arrested) as leaders organized the Yangon Revolution Force – YRF comprising 22 members in total. The members include Zin Myo Oo (aka) Flash (aka) Tharnge, Soe Thu (aka) Red (aka) Kaung Wai, Min Sat (aka) Aung Thu Han, Arka Htet Kyaw (aka) Aung Thukha, Ye Kyaw Paing (aka) Maung Gyi, Nyein Maung (aka) Nyein Chan Aung, Chit Ko Ko, Kyaw Lwin Oo and other offenders to be arrested: Soe Moe Htut (aka) Tiger, Min Hein Kyaw (aka) La Yaung, Lu Min Htway (aka) Ko Shine, Seik Phwar (aka) Ye Kyaw, Bo Mat, Nyi Nyi Naing (aka) Thanmani, Ma Lucky, Calvin, Joker, 5 P, Kyar Gyi, Saw Henry Htoo (aka) Aung La.
According to the testimonies of the arrested offenders, the offender Jame (to be arrested) is now staying in the operational area of KNLA brigade (6). He receives cash assistance with the contact of CRPH/NUG to purchase weapons and ammunitions. Then he was delivered the weapons to Yangon to carry out acts of terrorism. Moreover, CRPH and NUG terrorist groups send the photos and information of the targeted victims via Jame and the assassinator was paid for K500,000 for each murder and a person performed as watch was paid for K100,000 for each. The seized one Glock pistol, Sig Sauer pistol and 100 rounds of 9 mm bullet were delivered by Jame in the first week of November 2021.
As per testimonies of the arrested offenders, under the instructions of so-called YRF terrorist group leader Okka Lin Yan and Jame (to be arrested), there had occurred eight assassination cases in which innocent civilians were killed under the accusation of being decoy/dalan as follows –
• On 4 November 2021, under the instructions of Okka Lin Yan and Jame (to be arrested), offender Zin Myo Oo (aka) Flash (aka) Tharnge assassinated MyTel head office general manager U Thein Aung and wife Daw Theint Aung Thu, who both lived in Taynuyin Street, no. 7 Ward, Mayangone Township, with a pistol.
• On 6 June 2022, under the instruction of Okka Lin Yan (to be arrested), the same offender killed an innocent civilian called U Min Thein (aka) Ashaygyi on Nwetharki 3rd Street in Kagyi Ward, North Okkalapa township, with a pistol. Soe Thu (aka) Red (aka) Kaung Wai performed as watch.
• On 25 June 2022, under the instruction of Okka Lin Yan (to be arrested), the same offender killed the Kungyangon township, Kawdun village administrator U Nay Lin Aung, with a pistol. Nyein Maung (aka) Nyein Chan Aung performed as watch.
• On 1 July, under the instructions of Okka Lin Yan and Jame (to be arrested), he also murdered an innocent civilian called U Tint Lwin with a pistol in front of “Pyae Wa May” teashop in Mayyu 4th Street, Kagyi Ward, North Okkalapa Township. Soe Thu (aka) Red (aka) Kaung Wai performed as watch.
• On 3 August 2022, under the instruction of Okka Lin Yan (to be arrested), he again murdered an innocent civilian called U Win Naing, who lived in no.16 Ward of Shwepyitha Township, with a pistol. Pan Aye (aka) Ko Myo performed as watch.
• On 26 October, under the instructions of Okka Lin Yan and Jame (to be arrested), the same offender and Min Sat (aka) Aung Thu Han fired pistol to a ward administrator of North Okkalapa township U Soe Soe to death at the Corner of Zagawah and Thazin Streets in Htawinbae Ward, North Okkalapa Township. Soe Thu (aka) Red (aka) Kaung Wai performed as watch.
• On 18 April 2023, under the instruction of Okka Lin Yan (to be arrested), the offenders Arka Htet Kyaw (aka) Aung Thukha and Saw Henry Htoo (aka) Aung La (to be arrested) using pistols shot a veteran U Aung Nyi Tun, other civilians U Aung Myo Swe and U Khin Maung Thein to death on Htanpinkone Street in Htanpinkone Ward, Thanlyin Township. In the case, Kyaw Lwin Oo, Chit Ko Ko, Ye Kyaw Paing (aka) Maung Gyi and Nyein Maung (aka) Nyein Chan Aung performed as watches.
• In the first week of April 2023, Jame (to be arrested) sent required information to offenders about and photo of UEC Deputy Director General U Sai Kyaw Thu and ordered them to assassinate the target. Zin Myo Oo (aka) Flash (aka) Tharnge and Soe Thu (aka) Red (aka) Kaung Wai allocated their assigned duties as assassins, and Min Sat (aka) Aung Thu Han and Bo Mat (to be arrested) are to perform as watches. They then observed the regular places where U Sai Kyaw Thu used to visit when he arrived at Yangon as well as the entry/exist ways to ‘Aung Yadanar’ Specialist clinic and its vicinity where the victim’s wife works. They took time for necessary preparations. On 22 April, when U Sai Kyaw Thu left ‘Aung Yadanar’ Specialist clinic, offenders Zin Myo Oo and Soe Thu shot him rounds of pistol to death on Waizayandar Road in 16/2 Ward, Thingangyun Township. In this case, offender Min Sat and offender Bo Mat (to be arrested) observed the situation as watches.
Additionally, according to the confessions of the arrested offenders, it is found out that three shooting attacks and three mine-explosions were conducted under the instructions of YRF leader Okka Lin Yan and Jame (to be arrested) as follows –
• On 28 May 2022, under the instruction of Okka Lin Yan (to be arrested), offender Zin Myo Oo (aka) Flash (aka) Tharnge fired pistol at the township administration office in no.14 Ward of Shwepyitha Township killing an innocent civilian U Win Hlaing while U Win Nyunt and U Than Tun were seriously injured.
• On 3 August, under the instruction of Okka Lin Yan (to be arrested), other three offenders to be arrested: Saw Henry Htoo (aka) Aung La, Bo Mat and Kyar Gyi fired two pistols at Tawlan police security outpost in Kungyangon township. Nyein Maung (aka) Nyein Chan Aung performed as watch.
• In the fourth week of August, under the instruction of Okka Lin Yan (to be arrested), offender Zin Myo Oo (aka) Flash (aka) Tharnge attacked Traffic police office in Hlaing township by throwing an IED at it.
• In March 2022, under the instruction of Okka Lin Yan (to be arrested), Zin Myo Oo (aka) Flash (aka) Tharnge threw an IED at ‘Ba Ba Gyi’ restaurant located near La Gabar clinic in Maydarwi Street, Gagyi Ward in North Okkalapa township.
• On 14 April, under the instruction of Okka Lin Yan (to be arrested), Zin Myo Oo (aka) Flash (aka) Tharnge fired pistol at the no.(3) ward administration office in Mayangon township leaving an innocent civilian Daw Kyi Khine Win dead.
• On 16 April, under the instruction of Okka Lin Yan (to be arrested), the same offender threw an IED at a security vehicle coming from Myayadana road of North Okkalapa township.
It is reported that measures will be taken to take harsh legal actions against the arrested offenders. The entire public is encouraged to report any information about fugitives to relevant authorities in confidence, in order to arrest the related offender as soonest. The whistle-blowers and those who are arrested are being given a deserved and confidential reward, and that the entire public is requested to work together to restore peace and stability to the towns and villages as soon as possible.
